A derelict site means any land which detracts, or is likely to detract, to a material degree from the amenity, character or appearance of land in the neighbourhood of the land in question because of: 1.The existence on the land in question of structures which are in a ruinous, derelict or dangerous condition, or 2.The neglected unsightly or objectionable condition of the land or any structures on the land or 3.The presence, deposit or collection on the land of any litter, rubbish, debris or waste (except where it is allowed by right).

The Derelict Act 1990 provides for effective arrangements against land dereliction. The Act requires local authorities to maintain a register of derelict sites under Section 3 of the Act. In addition, it places a general duty on owners and occupiers of land including statutory bodies and State Authorities to prevent land from becoming or from continuing to be a derelict site.
