This data element is mandatory. It indicates whether the data refers to poultry or wild bird surveillance. Two values can be reported EU_Poultry or EU_WildBird. This value is used to support validation rules which are specific for the two branches of the surveillance programme. This element is not linked to any of the catalogues.

progType text progType

This data element is mandatory. It contains codes linked to the PRGTYP catalogue, hierarchy AiPrgtyp. This element identifies the type of programme in the framework of which the sample has been collected. The values Surveillance active (code K030A) and Surveillance passive (code K031A) have to be compulsory selected when reporting poultry surveillance and wild bird surveillance, respectively as requested by the legislation . New values have been added with the purpose of allowing MSs (that wish to do so), to report parallel surveillance activities funded by MSs or industry. Likewise, MSs that wish to report the surveillance carry out as part of an outbreak investigation can select the value outbreak investigations. If the value outbreak investigation is selected, the element sampInfo.origSampId will have to be filled in indicating the ID of the positive sample that led to the outbreak investigation. The terms to be used for reporting the type of programme are:

  • Official (National) programme: Parallel surveillance activities (poultry or wild birds) lead by the National Authorities for which no co-funding is provided by EC (K005A)
  • Industry/ private programme: Parallel surveillance activities (poultry or wild birds) lead by the industry for which no co-funding is provided by EC (K012A)
  • Surveillance active: Poultry surveillance data based on the Council Directive 2005/94/EC (K030A)
  • Surveillance passive: Wild bird surveillance data based on the Council Directive 2005/94/EC (K031A)
  • Outbreak investigation: Surveillance activities carry out as a result of a H5/H7 virology positive finding in poultry or wild birds (K032A)
sampMethod text sampMethod

sampMethod: This data element is mandatory. It contains codes linked to the SAMPMD catalogue, hierarchy AiSampmd. It defines the method in which the samples have been prepared for the analysis, two options can be selected: individual or pooled samples. The option pooled shall be selected for reporting results from samples taken from different birds that have been pooled prior to the analysis. If pooled is selected, further information in terms of the number of samples pooled will be collected via the element sampSize. The option individual will be selected when reporting results for individual samples or for pooled samples taken from the same bird. When negative aggregated data are reported for poultry, and pooled is selected as several samples are pooled from different birds belonging to the same establishment, the number of samples that are pooled together will be indicated in sampSize (e.g. if 10 samples are taken from 10 different birds for all turkey breeding establishments and these samples are analysed in pools of 5 samples each, the number 5 will be provided for the element sampSize).

progInfo_targetGroup text progInfo_targetGroup

The attribute Target surveillance group (progInfo.targetGroup) is optional and it becomes mandatory when reporting data for wild birds. It contains codes linked to the TARGETGROUP catalogue, hierarchy AiTargetgroup and it is used to report the health status of wild birds. The possible values for reporting the health status of wild birds are:

Alive with clinical signs (including injured) TG016A Alive without clinical signs TG017A Hunted with clinical signs (including injured) TG018A Hunted without clinical signs TG019A Found dead TG020A

sampEventId text sampEventId

This element is mandatory. It represents a unique identifier to a sampling event, this sampling event being determined by the epidemiological unit of the data collection. The sampEventId can be therefore a unique identifier for a single sample, for a bird, for an establishment, etc. As for the AI data collection, the epidemiological unit for analysis varies (establishment for poultry, and individual birds for the wild bird data collection), to avoid confusion and for consistency purposes, this element should always contain the same value as sampId, for both aggregated and non-aggregated data.

Please note that this element is not equivalent to sampling event used by EC for collecting data on samples taken at the same place and time.

sampArea text sampArea

This element is optional and becomes mandatory when reporting data for poultry. NUTS 3 values for poultry shall be provided when reporting aggregated or non-aggregated data in poultry . It contains codes linked to the NUTS catalogue, hierarchy nuts2016. For wild birds geo-coordinates shall be provided.

sampY: This data element is mandatory. It represents the year in which the sample was collected and it is the same as reporting year (repYear).

sampMonth numeric sampM

This data element is mandatory. It represents the month in which the sample was collected.

sampDay numeric sampD

sampD: This data element optional and becomes mandatory when reporting data for wild birds. It represents the day in the month when the sample was collected. When sampD is reported, the exact date of sampling can be established by combining the data elements sampY, sampM and sampD.

sampInfo_latitude numeric sampInfo_latitude

The latitude (sampInfo.latitude) attribute is optional and becomes mandatory when reporting wild bird data. The location where the wild bird was found should be provided in WGS84 format.

sampInfo_longitude numeric sampInfo_longitude

The longitude (sampInfo.longitude) attribute is optional and becomes mandatory when reporting wild bird data. The location where the wild bird was found should be reported in WGS84 format

sampMatCode_base text sampMatCode_base

The sampMatCode.base base term has a fixed value for all submissions related to avian influenza. This base term is mandatory. The fixed value for avian influenza is A0BYQ Non-food matrices.

sampMatCode_source text sampMatCode_source

The sampMatCode.source attribute codes for both poultry, and wild bird species. This attribute is mandatory. Tables 4 and 5 in the reporting guidelines show the poultry species for which reporting can be made. Poultry species have been separated into two tables for illustration purposes, distinguishing between species for which reporting is mandatory based on Decision 2010/367/EU and those for which reporting is optional. For wild birds, all EURING species can be reported, either using the codes that will be provided by EFSA, or the EURING codes. When XML files are created using the tool provided by EFSA, only EFSA codes can be reported. Due to the long list of wild bird species, this table is not supplied in this document, but will be available in the catalogues.

sampMatCode_part text sampMatCode_part

The sampMatCode.part attribute codes for the different parts of the animal that could potentially be tested. Table 6 contains the different sample type values. This list is not exhaustive and can be modified if considered necessary. This element is optional for poultry and becomes mandatory when reporting data for wild birds.

labId text labId

This element is optional and becomes mandatory when reporting data for wild birds. Its data type is free text of up to 50 characters. It contains the identification code of the laboratory that provides the result. This code should be nationally unique and consistent through all data domain transmissions.

paramType text paramType

This element is mandatory. It contains codes linked to the PARAMTYP catalogue. For avian influenza it is a fixed value P001A coding for individual (P001A).

paramCode_param text paramCode

The Coded description of the parameter (paramCode.base) attribute is mandatory. It contains codes linked to the PARAM catalogue, hierarchy AiParam. It describes the analytical parameter detected by the test. The Coded description of the parameter (paramCode.base) indicates whether the virus is HPAI or LPAI; one other value has been added to be used when confirmation on the pathogenicity is still not available. For negative results (aggregated and non-aggregated data), or positive results for which no pathogenicity confirmation has been sought, the value to be selected would be Influenza A virus (code RF-00005675-PAR). If at the time of reporting the results to EFSA, the pathogenicity of the virus has been confirmed, the pathogenicity result should be reported when reporting the last result for the sample being described. To report HPAI and LPAI, the Highly Pathogenic Avian Influenza (HPAI) (code: RF-00005676-PAR) and Low Pathogenic Avian Influenza (LPAI) (code RF-00005677-PAR) should be respectively reported. The Low Pathogenic Avian Influenza (LPAI) (code RF-00005677-PAR) should be also used when reporting non H5/H7 results. In this scenario the value Non-H5, Non-H7 (code PN00H) will be selected. To report positive results to Influenza A virus, information about the two antigens (H and N) shall be reported. For that, this data element contains facets (H antigen, N antigen) to describe the antigen H and N.

The Analytical method code (anMethCode) element is mandatory. It contains codes linked to the ANLYMD catalogue, hierarchy AiAnlymd. It indicates the test method used to perform the analysis. Different types of methods are available for reporting. It indicates the diagnostic or analytical methods used in the laboratory to test the specimens .

resId numeric resId

This data element is mandatory and it is the unique result record identifier. It contains the identification code of an analytical result in the transmitted file. The result identification code must be assigned by the data provider and has to be unique at country/year level. It will be used to identify records if/when amendments need to be carried out by the data providers. For this reason, the resId is also mandatory for aggregated data. In the case of submitting aggregated negative poultry data, a dummy resId shall be provided and it shall be unique at country/year level.

resQualValue text resQualValue

This data element is mandatory. The data type is a code from the POSNEG catalogue. It indicates the result for each applied laboratory test on the sample. * NEG not detected – to be used in case the analytical parameter (paramCode) has not been detected by the test; * POS detected – to be used in case the analytical parameter (paramCode) has been detected by the test.
