The need for the registry of numbers at the application stage, regardless of outcome, to support the need for a robust, independent appeal mechanism in relation to housing and homelessness. Local authorities are responsible for decisions around social housing wait lists, HAP, property transfer and priority status or to determine whether a household is homeless and entitled to access emergency accommodation.
