Ireland a leader in Open Data Maturity in Europe

Ireland has again placed in the top 5 performers, out of 36 countries, in the 2025 EU Open Data Maturity Assessment rankings. Ireland ranks 5th overall and 4th among EU-27 countries with a maturity score of 96%.

The survey is conducted by the Publications Office of the European Union and the Directorate General for Communications Networks, Content and Technology which evaluates the progress of European countries in making public sector information available and promoting its reuse. The assessment serves as an essential reference for tracking progress, identifying emerging trends and supporting peer learning across Europe. It measures maturity against four open data dimensions – policy, impact, portal and quality.

In this year’s assessment, the report commended Ireland for its approach to technical and advisory support for public service organisations including providing practical, hands-on assistance and reusable materials. It notes Ireland’s success in providing a shared national platform, catalogues and technical advisory channels that help lower the barrier for local bodies to publish high quality datasets.

Ireland’s national Open Data Strategy, published in 2023, charts a clear roadmap for the public service to deliver on Ireland’s ambition for easy access to high-quality government data. Open data is a catalyst for scientific and technological advancement and is central to delivering a wide range of vital public services and societal goals. Public service bodies are building public trust and strengthening open government and our democracy by making data available transparently in line with the strategy.

Open Data is a key enabler of this transformation and underpins the three priorities of: Digital and Innovation at Scale, Workforce and Organisation of the Future, and Evidence-Informed Policy and Services designed for and with our public.
